A concentrated acid is not necessarily a strong acid. Concentrated refers to the amount of acid in a given volume of water while strength of an acid refers to the proportion of molecules that react with the water molecules to form a hydronium ion.
A weak acid has very few of its molecules reacting with the water to produce hydronium ions
.
